What is under Sugar Land

Sugar Creek and the older streets near the old Imperial mill are 1960s–70s, with cast iron and some clay. First Colony, Sugar Mill, Sugar Lakes and Quail Valley in Missouri City are 1980s–early 90s: PVC or ABS laterals, laid in Fort Bend clay with little or no bedding, and now forty years into a shrink-swell cycle that has pulled joints apart at the couplings. Telfair, Riverstone, Aliana and Sienna are newer, and their problems are builder ones — construction debris left in the line, a belly where the lot was filled, a lateral with too little fall.

The soil here is at least as active as Harris County's, and the water table near the Brazos is high. A lateral that leaks into wet clay near Oyster Creek keeps that clay wet, and the slab above it moves. The First Colony call

A two-story on a First Colony cul-de-sac, built 1986. The downstairs tub fills with gray water when the washer drains. A plumber snaked it in March and again in August. We camera it from the cleanout: an offset of two inches at a coupling 22 feet out, with roots from a live oak on the median, and a shallow belly behind it. The fix is one dig, one section of new schedule 40 PVC re-bedded on sand at the right fall, and the roots gone with the joint they came through. $2,000–$3,500, one day. If the camera had shown offsets at five joints, it would have been a replacement, $5,000–$9,000 on a typical 45-foot run.

Flooding and backups

Sugar Land drains slowly after a big rain, and the MUD lift stations and the city's mains surcharge when the Brazos and Oyster Creek are up. Water then comes up the lowest drain in the house. If every fixture in the house backed up during a storm and cleared when the rain stopped, the lateral may be fine — that is the main, not you. If it backs up on a dry day, it is yours. Who owns what

Sugar Land itself, Missouri City and the many MUDs around them each own the mains in their districts. The homeowner owns the lateral on private property in every one of them.
